FOREWORD The present publication contains basic documents on arms control and disarmament developments in 1986 and is the latest in a series of volumes that have been issued annually since 1960. The work of the United States Arms Control and Disarmament Agency in 1986 is described in its 26th annual report (see Bibliography). The papers are numbered and arranged in chronological order, following a topical list of documents and lists of abbreviations and conferences. Other reference aids may be found at the back of the volume. These include a bibliography, a list of persons, and an index. The papers were compiled and annotated by R. William Nary and Ruth Ihara. Some of the documents were preselected initially by Kathleen Strang. Janet Athos provided assistance. Useful suggestions were received from officers throughout the United States Arms Control and Disarmament Agency. The camera-ready copy and the index were prepared by TechEdit, Inc., of Burke, Virginia. Wherever possible, items are listed according to source: Statements made at international gatherings, for instance, are listed under titles of such meetings. E.g., under the heading "Conference on Disarmament" are listed statements made there as well as reports and documents submitted at the Conference. Similarly, statements made at the United Nations are listed under appropriate subheadings under "United Nations." Under "Mutual and Balanced Force Reductions Talks," are listed end-of-round statements made in Vienna by both sides, while statements made about the talks by U.S. officials elsewhere-e.g., before a Congressional committee or at a press conference in Washington-are listed under the appropriate subheading under "United States." Reports of official U.S. organizations, such as that of the Commission on Security and Cooperation in Europe, are listed under "United States." Documents of foreign countries are listed under either the name of the country or the name of its region, e.g., "Europe." |
