Mr. WHITTEN. Thank you very much. I ask permission to revise and extend my remarks. We know you have been doing a good job, but we have a different job, Mr. Secretary, of making it all work. Secretary WEINBERGER. Thank you very much. With that last comment I would not comment on what you have said. BALANCES OF BUDGET AUTHORITY Mr. CHAPPELL. The Chairman brings up some good points but I want to point out that the budget projects that at the end of fiscal year 1988, unexpended balances of budget authority for the entire U.S.. Government will amount to $1.3 trillion. The Defense portion of this unexpended balance amounts to 21.6 percent or a little less than the Defense portion of the overall budget requests for fiscal year 1988. I will insert a table at this point setting forth these balances which illustrates that all sections of the Federal Government carry unexpended balances, not just the Defense Department.
