Your subcommittee may wish to note some changes to be made in H.R. 15192's companion bill on sea-grant colleges and programs, S. 2439, which I introduced. The points of difference are numerous but the primary ones are that (1) The funding be made on direct authorization and that its totals for the first 3 years rise respectively from $10 to $15 to $20 million; (2) there be established a national advisory council to oversee the program from outside the Government. This would serve to give the program an identity and also help when the time came to spin it off from the administrative agency in the eventual oceanological agency setup; (3) there be matching funds, in kind if necessary, of one-third the value of each program.

For handy reference, may I request that Committee Print No. 3 of S. 2439 be placed in the record of this hearing.

In addition that is cleared by the Bureau of the Budget.

I would also like to introduce for the record the Bureau of the Budget letter to Senator Hill to this effect.

A BILL

To amend the National Science Foundation Act of 1950, as amended, so as to authorize the establishment and operation of sea grant colleges and programs by initiating and supporting programs of education, training, and research in the marine sciences and a program of advisory services relating to activities in the marine sciences, to facilitate the use of the submerged lands of the Outer Continental Shelf by participants carrying out these programs, and for other purposes. 1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled,

SHORT TITLE

SECTION 1. This Act may be eited as the "National

5 Sea Grant College and Program Act of 1965".

DECLARATION OF PURPOSE

SEO. 2. The Congress hereby finds and declares—

(a) that marine resources, including animal and vegetable life and mineral wealth, constitute a far-reaching and largely untapped asset of immense potential significance to the United States; and

(b) that it is in the national interest of the United States to develop the skilled manpower, including scientists, engineers and technicians, and the facilities and equipment necessary for the exploitation of these resources; and

(e) that aquaculture, as with agriculture on land, and the gainful use of marine resources can substantially benefit the United States by providing greater economie opportunities, including expanded employment and trade; now sources of food; new means for the utilization of water, both salt and fresh; and other valuable substances, such as those contained in the vast mineral deposits of the marine environment, advanta geous to United States citizens and to the Nation's posi

tion in the world; and

(d) that, in order to implement these findings, the Federal Government should support sea grant colleges

and programs by

grant colleges for the education and training of par

ticipants in the marine seienees;

(2) initiating and supporting necessary re

search and development programs in the marine sei

enees resulting in the acquisition of knowledge of a direct and practical nature, with preference given to

programs that translate the findings of basie research to practices, techniques, and equipment applicable to the marine seienees;

(3) encouraging and developing programs eon

sisting of instruction, practical demonstrations, publications, and otherwise, with the object of impart ing useful information to persons currently employed or interested in the marine seienees, to the seientifie

community, and to the general publie;

(4) encouraging the development of the marine resources by facilitating the use by participants under this Act of such portions of the submerged lands of the Outer Continental Shelf as may be nee

essary and appropriate to carry out the purposes of

(5) encouraging and facilitating the expansion, development, or creation, of regional "centers of excellence" in the various fields related to the

5 SEO. 3. (a) Subsection (a) of section 3 of the National 6 Science Foundation Act of 1950 (42 U.S.C. 1862) is 7 amended by striking out the period at the end of elause 8 (9) and inserting in lieu thereof a semicolon, and by add9 ing after clause (9) the following new clause:

“(10) to initiate and support programs of education, 11 training, and research in the marine sciences and a program 12 of advisory services relating to activities in the marine 13 seienees."

(b) Subsection (a) of section 17 of the National Science 15 Foundation Act of 1950 (42 U.S.C. 1875) is amended 16 by adding at the end thereof the following: "Notwithstand17 ing the provisions of section 9 of the Outer Continental 18 Shelf Lands Act, 10 per centum of all bonuses, rentals, 19 royalties, and other sums (excluding amounts refunded un20 der section 19 of such Aet) paid to the Federal Government 21 after June 30, 1965, for leases under such Aet shall be 22 deposited in a special account in the Treasury to be available 23 only for appropriations to the Foundation, which are hereby 24 authorized, to carry out the purposes of section 3 (a) (10)."
