BASIC ENERGY SCIENCES ADVISORY COMMITTEE

1. Committee's Official Designation:

Basic Energy Sciences Advisory Committee (BESAC)

2. Committee's Objectives and Scope of Activities and Duties:

The activities of the Basic Energy Sciences Advisory Committee include: a. Periodic reviews of elements of the Basic Energy Sciences (BES)

program and recommendations based thereon;

b. Advice on long-range plans, priorities, and strategies to address more effectively the scientific aspects of energy-related basic energy sciences issues of departmental policies and programs; c. Advice on appropriate levels of funding to develop those plans, priorities and strategies and to help maintain appropriate balance between competing elements of the BES program;

d. Advice on scientific aspects of basic energy sciences issues of concern to DOE as requested by the Secretary or the Director of Energy Research.

3. Time Period Necessary for the Committee to Carry Out Its Purpose:

In view of the goals and purposes of the Committee, it is expected to be continuing in nature.

The Committee will report to the Secretary of Energy through the

Director of Energy Research.

5. Agency Responsible for Providing Necessary Support for This Committee:

The Department of Energy. Within the Department, primary support shall

be furnished by the Office of Energy Research.

6. Description of Duties for Which the Committee is Responsible:

The duties of the Committee are solely advisory and are stated in
Paragraph 2, above.

7. Estimated Annual Operating Costs in Dollars and Person-Years:

$75,000; 1/2 person-year.

8. Estimated Number and Frequency of Meetings:

The Committee will meet approximately 4 times a year, at least once each quarter.

9. Committee's Termination Date (If Less Than 2 Years from Date of

Establishment or Renewal):

Not applicable.

10. Subcommittee(s):

To facilitate the functioning of BESAC, subcommittees may be formed. The objectives of the subcommittees are to make recommendations to the parent committee with respect to particular matters related to the responsibilities of the parent committee. Ad hoc members from outside BOSAC may be appointed by the subcommittee chairperson to ensure the expertise necessary to conduct the subcommittee's business.

11. Members:

Committee members shall be appointed by the Secretary of Energy.

b. Approximate number of Committee members: 17

C. Membership terms shall be for a period of 1 year. Committee
members may be reappointed to additional terms following review.
No member may be reappointed for more than four consecutive
1-year terms.

12. Chairperson:

The Chairperson shall be appointed by the Secretary of Energy.
