Madam Secretary, we are pleased to have you appear again. OPENING REMARKS Mr. BEVILL. As I mentioned earlier, it is unusual to have the Secretary of Energy twice in the first 30 days of our hearings. It looks like we will be calling on you pretty often. But we look forward to hearing your testimony. If the committee has no objections, we will limit our questions and answers to 10 minutes on the first round and then as much time as you want on the second round. You may proceed as you wish. I want to point out to the members of the committee that I will be available whatever time you call, even if it is within a month's span. Mr. Chairman, I would like to focus quickly on the fact that we have viewed our budget as reflecting very dramatically changed priorities both in the Department of Energy and for this Administration. If you will note the areas in which we have taken dramatic increases. We believe they reflect, first of all, the will of the public who have noted two things: One, the cessation of the Cold War as we knew it for almost five decades, and, two, certainly an economic reality which, to us, indicates that there (1) |
