MODERNIZE THEIR CONVENTIONAL FORCES,

(U) THE U.S. STRATEGIC DETERRENCE DEPENDS ON THE TRIAD OF FORCES, INTERCONTINENTAL MISSILES, BOMBER DELIVERED WEAPONS, AND SUBMARINE LAUNCHED BALLISTIC MISSILES. THIS RANGE OF FORCES COMPLICATES SOVIET ATTACK PLANNING, DILUTES SOVIET FORCES, AND PROVIDES HEDGES AGAINST FAILURE OF OUR DETERRENCE BECAUSE OF TECHNOLOGICAL BREAKTHROUGH IN ANY SINGLE AREA.

(U) IN THE AREA OF THE BOMBER DELIVERED WEAPONS, THE THRUST OF OUR BUDGETARY REQUESTS IS TO RETIRE OR MODERNIZE OLD STRATEGIC BOMBS WHICH HAVE BEEN IN THE STOCKPILE FOR 20 TO 30 YEARS. ADDITIONALLY, WE WILL CONTINUE PRODUCTION OF A NEW STRATEGIC BOMB AS WELL AS WARHEADS FOR THE AIR-LAUNCHED CRUISE MISSILE AND ADVANCED CRUISE MISSILE, AND WILL CONTINUE FEASIBILITY STUDIES, TRADEOFF ANALYSES, AND COST STUDIES FOR THE REPLACEMENT FOR THE CURRENT SHORT-RANGE ATTACK MISSILE, NOW

DESIGNATED AS SRAM II.

SPECIFICALLY, IN OUR BOMBER SYSTEMS MODERNIZATION, WE WILL COMPLETE OUR B28 BOMB (CARRIED IN B-52 BOMBERS) STOCKPILE IMPROVEMENT PROGRAM WHICH PROVIDES FOR ENHANCED ELECTRICAL SAFETY. ANOTHER MAJOR MODERNIZATION PROGRAM WHICH BEGAN IN FY85 IS THE IMPROVEMENT OF THE BE1-1 BOMB (CARRIED BY

B-52, FB-111, B-1B AND ATB) BY CONVERTING IT TO A BE1-7 BOMB WHICH INCORPORATES ENHANCED SAFETY FEATURES AND COMMAND AND CONTROL DEVICES. WE ANTICIPATE CONVERTING APPROXIMATELY

FOR THE ORDERLY RETIREMENT OF THE AGING SRAM MISSILE AND ITS WE9 WARHEAD. DEVELOPMENT COST STUDIES WILL PROVIDE CANDIDATE DESIGNS, RECOMMENDATIONS, AND COST INFORMATION NECESSARY TO PRODUCE APPROXIMATELY WARHEADS FOR THE SRAM II. RESULTS WILL PROVIDE THE WARHEAD TECHNICAL INFORMATION NECESSARY TO FIELD THIS WEAPON, WHICH WILL PROVIDE OUR BOMBER FORCES WITH THE ESSENTIAL CAPABILITY TO KILL HARD TARGETS AT SURVIVABLE RANGES. THE PHASE 2 STUDY SHOULD BE COMPLETED IN MAY 1986, TO BE FOLLOWED BY A PHASE 2A STUDY THAT WILL IDENTIFY A BASELINE WARHEAD DESIGN AND ASSOCIATED COST INFORMATION.

(U) IN THE AREA OF INTERCONTINENTAL BALLISTIC MISSILES, THE BUDGET REQUEST SUPPORTS IMPROVEMENTS IN OUR HARD TARGET KILL CAPABILITY WITH THE MORE ACCURATE PEACEKEEPER (W87) SYSTEM, AND ALLOWS US TO CONTINUE OUR FEASIBILITY STUDIES OF THE SMALL ICBM, SPECIFICALLY, THE PEACEKEEPER SYSTEM WILL REACH ITS INITIAL OPERATIONAL CAPABILITY IN DECEMBER 1986 WITH DEPLOYMENT IN EXISTING MINUTEMAN SILOS. WE WILL FINISH STUDYING THE BASING MODE FOR THE SECOND 50 MISSILES IN FY87 AND WILL MAKE OUR RECOMMENDATIONS BASED ON THAT STUDY.

FOR THE SMALL ICBM, OUR FEASIBILITY STUDIES WILL PROVIDE CANDIDATE DESIGNS, RECOMMENDATIONS, AND COST INFORMATION NECESSARY TO PRODUCE PLUS WARHEADS FOR THE SMALL ICBM SYSTEM. THE PHASE 2 STUDY RESULTS WILL PROVIDE THE WARHEAD TECHNICAL INFORMATION NECESSARY TO FIELD THIS

PROGRAMS OF COOPERATION WITH OUR NATO ALLIES ALLOW SHARING OF THE BURDEN OF THEATER DETERRENCE.

SIMILAR TO THE STRATEGIC BOMB MODERNIZATION PROGRAM. IN THE TACTICAL BOMB ARENA, WE ARE PRODUCING NEW BOMBS WITH THE MOST MODERN SAFETY AND COMMAND AND CONTROL FEATURES FOR USE BY U.S. FORCES AND OUR ALLIES IN THE HIGH TERRORIST THREAT AREAS OVERSEAS. THIS NEW PRODUCTION IS ALLOWING US TO RETIRE OLDER WEAPONS WHICH HAVE BEEN IN THE STOCKPILE FOR ALMOST 30 YEARS. THIS YEAR WE REACHED A MILESTONE; ALL TACTICAL BOMBS FOR OUR ALLIES DELETED ARE MODERNIZED AND MOST ALERT SORTIES IN EUROPE ARE ARMED WITH MODERN BE1-3/4 BOMBS, WHICH HAVE INSENSITIVE HIGH EXPLOSIVE. THE RECENT DEFICIT REDUCTION ACT HAS SLOWED THE PACE OF MODERNIZATION BELOW WHAT WE BELIEVE IS NEEDED. BUT WE ARE CONTINUING TO PRESS ON, ALBEIT AT A SLOWER RATE,

OUR ANTICIPATED PRODUCTION RATE HAS BEEN CUT DELETED FOR FY87 TO APPROXIMATELY ADDITIONALLY, OUR BE1-E/8 BOMB PROGRAM (PROVIDING ENHANCED STATE-OF-THE-ART COMMAND AND CONTROL FEATURES OVER THE B61-3/4) WHICH WAS IN ENGINEERING DEVELOPMENT WAS CANCELLED BECAUSE OF THE DEFICIT REDUCTION ACT. WE NOW PLAN TO CONTINUE BUILDING ADDITIONAL B61-3/4 BOMBS TO REPLACE THE BE1-6/8'S, NECESSITATING RETIREMENT OF OLDER WEAPONS FARTHER IN THE FUTURE THAN HAD BEEN PLANNED BEFORE GRAMM-RUDMAN-HOLLINGS..

THE LAST MAJOR SYSTEM INCLUDED IN OUR THEATER NUCLEAR FORCE MODERNIZATION IS THE GROUND LAUNCHED CRUISE MISSILE (GLCM), THIS SMALL, ACCURATE MISSILE ENHANCES DETERRENCE BECAUSE IT ADDS ANOTHER ASPECT TO INTERMEDIATE RANGE NUCLEAR FORCES OVER AIRCRAFT DELIVERED WEAPONS, AND BECAUSE ITS MOBILE BASING MODE ENHANCES SURVIVABILITY. IN FY87, WE WILL CONTINUE TO PRODUCE MISSILES AT THE RATE OF APPROXIMATELY
