IMPLEMENTED. FOR THE BUDGET NOW BEFORE YOU, AFTER ASSESSING THE ABILITY OF THE ORIGINALLY PROPOSED DOE BUDGET REQUEST TO SUPPORT REQUIREMENTS CONSISTENT WITH THE DOD PROGRAM, OUR DEPARTMENTS REACHED AGREEMENT ON THE NEED TO AUGMENT THE DOE REQUEST, AT THE EXPENSE OF DECREMENTING AN ALREADY FINELY HONED DOD REQUEST, WITHIN THE CONSTRAINT OF THE ADMINISTRATION'S OVERALL NATIONAL DEFENSE BUDGET TARGET. THIS ACTION DEMONSTRATES OUR MUTUAL RECOGNITION THAT THE NATION'S DETERRENT CAPABILITY IS PROVIDED BY BOTH DEPARTMENTS IN CONCERT.

(U) THIS SPIRIT OF COOPERATION BETWEEN THE DEPARTMENTS HAS EXTENDED TO THE DOE PARTICIPATION IN THE PRESIDENT'S STRATEGIC DEFENSE INITIATIVE (SDI). IN ORDER TO CLARIFY THE DOE ROLE IN SDI, SECRETARY WEINBERGER AND SECRETARY HERRINGTON ISSUED A POLICY PAPER TO CLARIFY THE ROLE OF NUCLEAR RESEARCH IN REGARD TO THE SDI. THE PAPER REITERATES THE LONG-TERM GOAL OF A TRULY EFFECTIVE NONNUCLEAR DEFENSE, BUT ADDS THAT RESEARCH ON THE NUCLEAR DRIVEN CONCEPTS IS ESSENTIAL:

TO DETERMINE THE FEASIBILITY AND EFFECTIVENESS OF
COUNTERDEFENSIVE NUCLEAR DRIVEN SYSTEMS THAT AN
ADVERSARY MAY DEVELOP FOR USE AGAINST FUTURE U.S.
SURVEILLANCE AND DEFENSIVE SYSTEMS.

(2) TO UNDERSTAND THE TECHNICAL FEASIBILITY AND IMPACT THAT SUCH CONCEPTS MIGHT HAVE ON OUR DETERRENT FORCES IF UTILIZED IN SOVIET DEFENSIVE SYSTEMS.

(3) TO EXPLORE NUCLEAR DIRECTED ENERGY OPTIONS AS SDI

POSSIBILITIES IF NEEDED.

(U) A WHITE HOUSE PRESS RELEASE ISSUED LAST SUMMER FURTHER SUPPORTED THIS POLICY, STATING, "... SOME HAVE ASKED ABOUT THE ROLE OF NUCLEAR-RELATED RESEARCH IN THE CONTEXT OF OUR ULTIMATE

GOAL OF NON-NUCLEAR DEFENSES. WHILE OUR CURRENT RESEARCH PROGRAM CERTAINLY EMPHASIZES NON-NUCLEAR TECHNOLOGIES, WE WILL CONTINUE TO EXPLORE THE PROMISING CONCEPTS WHICH USE NUCLEAR ENERGY TO POWER DEVICES WHICH COULD DESTROY BALLISTIC MISSILES AT GREAT DISTANCES. FURTHER, IT IS USEFUL TO STUDY THESE CONCEPTS TO DETERMINE THE FEASIBILITY AND EFFECTIVENESS OF SIMILAR DEFENSIVE SYSTEMS THAT AN ADVERSARY MAY DEVELOP FOR USE AGAINST FUTURE U.S. SURVEILLANCE AND DEFENSIVE OR OFFENSIVE SYSTEMS."

I WOULD LIKE TO STRESS THE IMPORTANCE TO DOD OF THE DOE SDI EFFORTS, INCLUDING THE X-RAY LASER. DELETED

THE DOD PROGRAM SCHEDULE THEREBY ESTABLISHES A

COMPATIBLE DOE PROGRAM SCHEDULE. BECAUSE OF RESULTS OF NUCLEAR
TESTS AND SDI ARCHITECTURE STUDIES LAST SUMMER AND FALL, AFTER
THE FY8E BUDGET WAS WELL ALONG, WE RECOGNIZED THE NEED TO
ACCELERATE THE DOE PROGRAM TO MAINTAIN THIS COMPATIBILITY. THE
DOD STRATEGIC DEFENSE INITIATIVE OFFICE HAS THUS FAR PROVIDED
$38M TO THE DOE TO REIMBURSABLY FUND SDI RESEARCH IN DIRECT
SUPPORT OF DOD MISSION RESPONSIBILITIES. SEPARATELY, THE TWO
DEPARTMENTS AGREED ON THE NEED FOR AN ADDITIONAL $62M IN FY86 TO
ACCELERATE SDI ACTIVITIES DIRECTLY WITHIN THE DOE MISSION AREA.
TO ACCOMPLISH THIS, WE HAVE SUBMITTED A PROPOSED NO FUND
SUPPLEMENTAL OR AN APPROPRIATION TRANSFER FROM THE DOD SDI
ACTIVITY, AND I REQUEST YOUR SUPPORT IN EFFECTING THIS TRANSFER
AS SOON AS POSSIBLE.

(U) THE $38M SUPPORTS EFFORTS DIRECTED IN DOD'S MISSION AREAS--SYSTEMS ANALYSIS, LETHALITY AND WEAPONS EFFECTS, AND OVERALL WEAPON SYSTEM DESIGN. A SUBSTANTIAL PART OF THIS EFFORT

IS BEST ACCOMPLISHED AT LAWRENCE LIVERMORE NATIONAL LABORATORY (LLNL), LOS ALAMOS NATIONAL LABORATORY (LANL), AND SANDIA NATIONAL LABORATORIES (SNL) BECAUSE OF THE EXPERTISE AVAILABLE THERE. THIS EFFORT WILL BE PURSUED THROUGH REIMBURSABLE CONTRACTS AT THESE LABORATORIES, JUST AS WORK OF THIS TYPE HAS BEEN DONE FOR DECADES.

IN PARTICULAR, $15M WILL BE USED TO PERFORM THE

RESEARCH THAT WILL ALLOW

AN ADDITIONAL $5M WILL BE USED TO

PERFORM X-RAY LASER LETHALITY AND SYSTEM STUDIES AS WELL AS TO EVALUATE ACQUSITION, TRACKING, AND POINTING ISSUES.

(U) EIGHT MILLION DOLLARS IS ALLOCATED FOR RESEARCH ON HYPERVELOCITY PELLETS TO BETTER UNDERSTAND INTERACTION PHENOMENON AS WELL AS TO PERFORM SYSTEM STUDIES. FOUR MILLION DOLLARS WILL BE USED FOR THE STRATEGIC DEFENSE FACILITY AS REQUIRED BY LAST YEAR'S AUTHORIZATION LANGUAGE. THE SDF WILL BECOME A NATIONAL FACILITY TO SIMULATE WEAPONS EFFECTS AND TEST THE VULNERABILITY AND LETHALITY OF SDI SYSTEMS. THE REMAINING SEM IS IN A VARIETY OF SMALLER ACTIVITIES IN OTHER NDEW RESEARCH, PRIMARILY IN LETHALITY AND SYSTEMS STUDIES.

(U) WORK IN EACH OF THESE CATEGORIES HAS BEEN AUTHORIZED BY THE CONGRESS FOR FY86 BY THE DEPARTMENT OF DEFENSE AUTHORIZATION ACT, 1986 (TITLE II--RDT&E, TITLE XV--DEPARTMENT OF ENERGY NATIONAL SECURITY PROGRAM). IN PARTICULAR, AS PART OF THE FY86 BUDGET REQUEST, THE DOD SUBMITTED PROGRAM DESCRIPTIVE SUMMARIES THAT IDENTIFIED DOD NDEW ACTIVITIES AS PART OF THE DOD SDI DIRECTED ENERGY AND SURVIVABILITY, LETHALITY, AND KEY TECHNOLOGY PROGRAM ELEMENTS.

MONEY FOR THE NO FUND SUPPLEMENTAL WOULD ACCELERATE EFFORTS MORE CLOSELY RELATED TO DOE'S MISSION AREA.

ACCELERATION OF THESE ACTIVITIES WAS DETERMINED TO BE ESSENTIAL, PRIOR TO ANY FY86 BUDGET REDUCTIONS, TO MAINTAIN COMPATIBILITY WITH SDIO DECISION MILESTONES. THE IMPACTS RESULTING FROM THE DOE SDI BUDGET REDUCTIONS MAKE THE NEED FOR THIS TRANSFER EVEN MORE ESSENTIAL.

(U) UNDERSTANDING THE FEASIBILITY OF NDEW IN GENERAL, AND THE X-RAY LASER IN PARTICULAR, IS A PARTICULARLY CRUCIAL DETERMINANT IN EFFICIENT PLANNING FOR THE OVERALL NATIONAL SDI R&D PROGRAM. IT IS IMPORTANT PARTLY BECAUSE, IF THE X-RAY LASER IS FEASIBLE, IT COULD BE A POTENT COUNTER-SDI WEAPON FOR THE SOVIETS, REQUIRING SDI ARCHITECTURES WHICH PROVIDE SURVIVABILITY AGAINST IT. IF IT IS NOT FEASIBLE, VERY DIFFERENT APPROACHES TO SURVIVABLE ARCHITECTURES MIGHT BE BEST FOR SDI,

(U) IT IS TO BE EXPECTED, AND IT IS HEALTHY, THAT THERE WILL BE A WIDE RANGE OF OPINION ABOUT ANY PROGRAM OF THIS TECHNICAL DIFFICULTY AND POTENTIAL LEVERAGE. I URGE YOU NOT TO ALLOW CONFUSED PUBLICITY ABOUT THIS WORK TO DETRACT FROM YOUR APPRECIATION OF THE QUALITY OF ITS PLANNING, ITS ACCOMPLISHMENTS, OR ITS IMPORTANCE TO THE NATION. CONTINUED SUPPORT FOR THIS PROGRAM IS ESSENTIAL FOR ITS IMPLICATIONS NOT ONLY TO THE SDI PROGRAM BUT ALSO TO THE VULNERABILITY OF OUR PRESENT DETERRENT FORCES.

(U) THIS ABSOLUTELY ESSENTIAL SDI-RELATED RD&T CARRIED OUT BY DOE HAS HAD A SERIOUS IMPACT ON THE OVERALL NUCLEAR WEAPON RD&T PROGRAM, WHICH IS AN INDISPENSABLE BASIS FOR CONTINUED

STABLE DETERRENCE IN THE FUTURE. THE DIRECT MANPOWER FOR R&D, WHICH IS WHAT DETERMINES THE ACTUAL R&D PRODUCT, HAS ONLY INCREASED BY 15% FROM THE LOW POINT REACHED IN THE LATE 70'S AFTER A 40%, DECADE-LONG DECLINE. THIS MODEST RECENT GROWTH HAS NOT KEPT PACE WITH THE NEED TO SUPPORT FORCE MODERNIZATION, CURRENT OR FUTURE, NOR HAS IT KEPT PACE WITH DOD'S NUCLEARDETERRENCE RELATED RDT&E, WHICH HAS INCREASED BY 200% DURING THE PAST FIVE YEARS. THESE R&D LIMITATIONS HAVE FORCED DOE TO MAKE COMPROMISES IN THE R&D PROGRAM WHICH, IN MY OPINION, ENTAIL AN UNACCEPTABLE RISK.

(U) LET ME TURN NOW TO DOD NUCLEAR WEAPON PRODUCTION REQUIREMENTS, WHICH ARE ESTABLISHED ANNUALLY BY THE NUCLEAR WEAPONS STOCKPILE MEMORANDUM (NWSM) APPROVED BY THE PRESIDENT. DOE WEAPON PRODUCTION IS KEYED CLOSELY TO DOD DELIVERY SYSTEM SCHEDULES. EXCEPT FOR OCCASIONAL DOE PRODUCTION SCHEDULE ADJUSTMENTS TO ACHIEVE PRODUCTION EFFICIENCIES, WEAPON PRODUCTION RATES MATCH ESTABLISHED DOD REQUIREMENTS. THESE REQUIREMENTS ARE FREQUENTLY UPDATED, WITHIN THE FLEXIBILITY PROVIDED BY THE PRESIDENT, TO REFLECT CHANGES NECESSITATED BY A VARIETY OF FACTORS, INCLUDING ANY CHANGES TO PRODUCTION RATES OF ASSOCIATED DOD DELIVERY SYSTEMS. IN THE LAST YEAR, THE MILITARY LIAISON COMMITTEE, WHICH MEETS MONTHLY, APPROVED TEN CHANGES TO THE NWSM. THE CURRENT NWSM, RECENTLY SIGNED BY THE PRESIDENT, TAKES INTO ACCOUNT THE FY86 IMPACT OF THE DEFICIT REDUCTION ACT,

WITH REGARD TO PRODUCTION OF PLUTONIUM AND TRITIUM, WE HAVE A PROBLEM OF MAJOR STRATEGIC SIGNIFICANCE WITH WHICH TO DEAL. BY DINT OF REMARKABLE EFFORTS BY DOE OVER THE PAST FEW YEARS, EFFICIENCY OF THE AGING PRODUCTION REACTORS HAS BEEN INCREASED,
