Question: How much EHV procurement has your agency undertaken in the last five years (fiscal 1982-1986)? Please list each procurement that would have been affected by the restriction, identify the successful bidder, and specify the dollar amount of the contract awarded. Again, answer the questions separately for each definition of EHV equipment.

Answer: Review of our procurements from 1982 through 1985, to determine the impact of the 25 percent price preference to domestic manufacturers would have had on the procurements, revealed that one procurement action would have been effected out of eleven procurement actions. Under the Statement of Managers definition, eleven procurement actions would have been effected out of 50 procurement actions under the definition contained in Conference Report on H.R. 2959. It would, therefore, appear that there would be less of an impact on procurements under the Statement of Managers definition. Tables are provided listing the EHV equipment procurements. All the EHV equipment procured in the last five years will be listed; those for which the successful bidder would have been changed if the Buy American restrictions had been in effect will be marked by an asterisk. Table 1 lists the EHV equipment in accordance with the definition provided by the Senate in the October 26, 1986, Congressional Record; that is, equipment rated at and operating above 242-kilovolts and less than 1000-kilovolts. Table 2 lists EHV equipment as defined by the House Conference Report which accompanied H.R. 2959.

Question: Please identify the American manufacturers of EHV equipment. In your opinion, are there sufficient American EHV manufacturers to offer competitive bidding in EHV equipment procurement? Answer the questions separately for each definition of EHV equipment.

Answer: Based upon our bidding experience, we believe that Western has received competitive bid proposals from the American EHV manufacturers. I will provide a table showing American Manufacturers for each definition of EHV equipment. The table reflects Western's experience on EHV equipment up to 345-kV.
