Today the Committee welcomes Mr. Larry Lynn, the Acting Director of the Advanced Research Project Agency, ARPA, to testify on the fiscal year 1996 ARPA program and budget request which stands at $2.6 billion. That represents a 3.5 percent decrease from the fiscal year 1995 request. Appearing with Mr. Lynn is Dr. Duane Adams, the Deputy Director of ARPA. Mr. Lynn, congratulations on your appointment as head of the agency which represents one of the most serious collections of scientific and engineering talent in the world. Mr. LYNN. Thank you. Mr. YOUNG. The achievements of ARPA, or as the agency was known in its former incarnation, DARPA, are well known to this Committee. From stealth to precision guided munitions to high performance computing, the agency has developed and maintained leading edge technologies which have given our warfighters capabilities second to no potential adversary. In particular, we are well aware of the current issues regarding funding for so-called dual-use technology projects in general, and specifically the Technology Reinvestment Project. As you know, this Committee has serious concerns about providing funding for programs that do not have a direct military application. So we look forward to having a candid discussion today about how ARPA ensures that every dollar in this budget request will contribute to the nation's defense capability. Some of the questions we hope to have answered today are, number one, how dual-use technologies are selected for development; number two, how these technologies are inserted into DOD's systems and platforms; and, number three, how ARPA ensures mili (1) |
