The Committee on Commerce, to whom was referred the bill (H. R. 3891) to extend the times for commencing and completing the construction of a bridge across the Waccamaw River at Conway, S. C., having considered the same, report favorably thereon, and recommend that the bill do pass without amendment.

The bill has the approval of the Departments of War and Agriculture as will appear by the annexed communication.

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 3891) to extend the times for commencing and completing the construction of a bridge across Waccamaw River at Conway, S. C., having considered the same, report thereon with a recommendation that it pass.

The bill has the approval of the War and Agriculture Departments, as will appear by the letters attached on similar bill.

So far as the interests committed to this Department are concerned, I know of no objection to the favorable consideration of the accompanying bill (H. R. 2779, 74th Cong., 1st sess.) to extend the times for commencing and completing the construction of a bridge across the Waccamaw River at Conway, S. C., if amended as indicated in red thereon.

Committee on Interstate and Foreign Commerce, House of Representatives. DEAR MR. RAYBURN: Careful consideration has been given to the bill (H. R. 2779) transmitted with your letter of January 7, 1935, with request for a report thereon and such views relative thereto as the Department might desire to communicate.

This bill would extend for 1 and 3 years, respectively, from May 12, 1934, the times for commencing and completing the construction of a bridge across the Waccamaw River at Conway, S. C., authorized to be built by the county of Horry, S. C. This Department fails to find any act of Congress authorizing the construction of such a bridge by Horry County, S. C. However, there was an act approved February 10, 1932 (47 Stat. 42), authorizing the highway department of South Carolina to construct, maintain, and operate a free highway bridge, and approaches thereto, across the Waccamaw River near Conway, and the times for commencing and completing this bridge were extended 1 and 3 years, respectively, by the act approved May 12, 1933 (48 Stat. 55). This latter act is perhaps the one intended to be referred to in the pending bill and the proposed extension of time is without objection so far as this Department is concerned.

AN ACT To extend the time for commencing and completing the construction of a bridge across the Wacca maw River near Conway, South Carolina

Be it enacted by the Senate and House of Representatives of the United States o America in Congress assembled, That the times for commencing and completing the construction of a bridge authorized by act of Congress approved February 10, 1932, to be built by the State Highway Commission of South Carolina across the Waccamaw River near Conway are hereby extended one and three years, respectively, from the date of approval hereof.

SEC. 2. The right to alter, amend, or repeal this act is hereby expressly reserved. Approved May 12, 1933.

The Committee on Commerce, to whom was referred the bill (H. R. 3983) to legalize a bridge (known as "Union Street Bridge") across the Dan River at Danville, Va., having considered the same, report favorably thereon, and recommend that the bill do pass without amendment.

The bill has the approval of the Departments of War and Agriculture, as will appear by the annexed communication.

DEAR MR. RAYBURN: Careful consideration has been given to the bill, H. R. 110, transmitted with your letter of January 5, 1935, with request for a report thereon and such views relative thereto as the Department might desire to communicate.

This bill would legalize the reconstruction of what is known as the "Union Street Bridge" across the Dan River at Danville, Va. The reconstruction of this bridge was submitted by the State Highway Department of Virginia as Federalaid highway project no. 320-C and such project was approved by this Department and an agreement entered into for its construction with funds apportioned to the State under section 204 of the National Industrial Recovery Act. Department recommends favorable action on the bill to legalize the reconstruction of said bridge.

The Committee on Commerce, to whom was referred the bill (S. 1342) to extend the times for commencing and completing the construction of a bridge across the Mississippi River at or near the road between the villages of Cohasset and Deer River, Minn., having considered the same, report favorably thereon, and recommend that the bill do pass with amendment.

The bill has the approval of the Departments of War and Agriculture, as will appear by the annexed communications.

The accompanying bill, S. 1342, Seventy-fourth Congress, first session, proposes to extend the times for commencing and completing the construction of a bridge across the Mississippi River at or near the road between the villages of Cohasset and Deer River, Minn.

Authority for the construction of the bridge in question was granted by act of Congress approved May 1, 1928, subject to the terms of the general bridge law, section 6 of which provides that the authority granted shall cease and be null and void unless the actual construction of the bridge be commenced within 1 year and completed within 3 years from the date of approval of the special act. So far as known to the War Department no advantage was taken of the authority granted, and pursuant to the restrictions imposed by the general bridge law, as above stated, the franchise expired by limitation on May 1, 1931, in view of which it would seem preferable to amend the bill now under consideration so as to revive and reenact the original law, rather than to resort to the necessity of duplicating the act of May 1, 1928. The bill, herewith, has been amended accordingly and as thus amended, I know of no objection to its favorable consideration by Congress.
