The Committee on Commerce, to whom was referred the bill (H. R. 2874) granting the consent of Congress to the State highway commission to construct, maintain, and operate a free highway bridge across Eleven Points River in section 17, township 23 north, range 2 west, approximately 12 miles east of Alton, on route no. 42, Oregon County, Mo., having considered the same, report favorably thereon, and recommend that the bill do pass without amendment. The bill has the approval of the Departments of War and Agriculture as will appear by the annexed communications.

So far as the interests committed to this Department are concerned I know of no objection to the favorable consideration of the accompanying bill, H. R. 2874, Seventy-fourth Congress, first session, granting the consent of Congress to the State highway commission to construct, maintain, and operate a highway bridge across Eleven Points River in section 17, township 23 north, range 2 west, approximately 12 miles east of Alton, on route no. 42, Oregon County, Mo. This bill would authorize the State Highway Commission of Missouri to construct, maintain, and operate a free highway bridge across Eleven Points River in section 17, township 23 north, range 2 west, about 12 miles east of Alton, on route no. 42 in Oregon County, Mo.

Favorable action on the bill is recommended.

R. 3018) to extend the times for commencing and completing the construction of a bridge across the St. Lawrence River at or near Alexandria Bay, N. Y., having considered the same, report favorably thereon, and recommend that the bill do pass without amendment.

The bill has the approval of the Departments of War and Agriculture as will appear by the annexed communications.

DEAR MR. RAYBURN: Careful consideration has been given to the bill (H. R. 3018) transmitted with your letter of January 10 with request for a report thereon and such views relative thereto as the Department might desire to communicate. This bill would extend for 1 and 3 years, respectively, from March 4, 1935, the times for commencing and completing the construction of the bridge across the St. Lawrence River at or near Alexandria Bay, N. Y., authorized to be built by

the New York Development Association, Inc., by act of Congress approved March 4, 1929 (45 Stat. 1552).

When the original bill was pending to authorize construction of this bridge, the Department submitted a favorable report thereon and several previous bills for extending the times for commencing and completing the construction of the bridge have received favorable reports by the Department. The extension of the times now proposed for commencing and completing the construction of the bridge is without objection.

AN ACT To extend the times for commencing and completing the construction of a bridge across the Saint Lawrence River at or near Alexandria Bay, New York

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the times for commencing and completing the construction of a bridge across the Saint Lawrence River at or near Alexandria Bay, New York, authorized to be built by the New York Development Association, incorporated, a corporation organized under and by virtue of the membership corporation law of the State of New York, its successors and assigns, by an Act of Congress approved March 4, 1929, and heretofore extended by an Act of Congress approved February 13, 1931, and further heretofore extended by an Act of Congress approved April 15, 1932, and heretofore further extended by an Act of Congress approved February 14, 1933, are hereby further extended one and three years respectively from March 4, 1934.

SEC. 2. The right to alter, amend, or repeal this Act is hereby expressly reserved. Approved, February 26, 1934.

The Committee on Commerce, to whom was referred the bill (H. R. 3057) granting the consent of Congress to the State of Oklahoma to construct, maintain, and operate a free highway bridge across the Arkansas River south of the town of Sallisaw in Sequoyah and Le Flore Counties at a point approximately 15 miles north of Keota in the State of Oklahoma, having considered the same, report favorably thereon and recommend that the bill do pass without amendment.

The bill has the approval of the Departments of War and Agriculture, as will appear by the annexed report submitted by the Committee on Interstate and Foreign Commerce of the House of Representatives.

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 3057) granting the consent of Congress to the State of Oklahoma for constructing a bridge across the Arkansas River south of the town of Sallisaw in Sequoyah and Le Flore Counties at a point approximately 15 miles north of Keota in the State of Oklahoma, having considered and amended the same, report thereon with a recommendation that it do pass.

Amend the bill as follows:

Page 1, line 4, after the word "a" insert "free highway".

Amend the title so as to read:

"A bill granting the consent of Congress to the State of Oklahoma to construct, maintain, and operate a free highway bridge across the Arkansas River south of the town of Sallisaw in Sequoyah and Le Flore Counties at a point approximately 15 miles north of Keota in the State of Oklahoma."

The bill has the approval of the War and Agriculture Departments, as will appear by the letters attached.

So far as the interests committed to this Department are concerned, I know of no objection to the favorable consideration of the accompanying bill (H. R. 3057, 74th Cong., 1st sess.) granting the consent of Congress to the State of Oklahoma for constructing a bridge across the Arkansas River south of the town of Sallisaw in Sequoyah and Le Flore Counties at a point approximately 15 miles north of Keota in the State of Oklahoma.

This bill is, however, practically identical with H. R. 3067 (74th Cong., 1st sess.), upon which a report has been submitted. It appears that the two bills contemplate the authorization of one and the same structure, and that it is not the intention of the State of Oklahoma to build two bridges over the Arkansas River at this point. While this Department offers no objection to the passage of either bill, the passage of both seems unnecessary.

DEAR MR. RAYBURN: Careful consideration has been given to the bill (H. R. 3057) transmitted with your letter of January 16 with request for a report thereon and such views relative thereto as the Department might desire to communicate. This bill would grant the consent of Congress to the State of Oklahoma for the construction, maintenance, and operation of a bridge and approaches thereto across the Arkansas River at a point about 15 miles north of Keota, in section 9, township 10 north, range 24 east, in the counties of Sequoyah and Le Flore.

The proposed bridge is intended to be constructed as a part of Oklahoma Federal-aid project NRS 412-B, which has been submitted by the Oklahoma highway department for improvement with the aid of Federal funds. This project has been approved by this Department. Favorable action on the bill is recommended.
