"Committee Actions

The request of $3,500,000 for the initiation of the construction of a defense office building at Bolling Air Force Base is also illustrative of this problem. This building has been variously estimated to cost in the range of $110, 000, 000 to $120, 000, 000. In the hearings on this request, the Chairman of the Committee asked the following question:

What is the entire cost of the proposed new building?

The Department witness answered:

This I do not know, Mr. Chairman, because we have yet
only a conceptual design.

In other words, Congress was being asked to initiate construction of an office building of over 2,000,000 square feet in size with cost information for the total project based only on conceptual planning. Such testimony makes it patently obvious that Department of Defense plans for this building are based on sketchy and inadequate studies. The request for construction funds in support of the initiation of the construction of a building based on such planning data is obviously unacceptable and the request has been denied."

Specific Actions Relating to Individual Installations

"Funds are requested in the amount of $16, 200, 000 for the first phase of a Department of Defense office building at Bolling Air Force Base and the Naval Air Station, Anacostia. The Committee has denied this request. The overall cost of this project is estimated by the Department of Defense to be $133,200,000. However, information developed in the Committee's hearings indicates that there likely will be additional costs for highway construction, relocation of Air Force activities located on the proposed site, and construction of a wharf at the District of Columbia sewage treatment plant at Blue Plains. These additional costs amount to as much as $28, 000, 000.

The Committee notes the recent decision to relocate personnel currently occupying the Main Navy-Munitions Building Complex to space leased by the General Services Administration for 20 years. The Committee feels that this will considerably lessen the need for the additional office space requested at Bolling/Anacostia.

The Department of Defense is presently conducting a study with the objective of reducing the number of Defense personnel in the National Capital Region. The results of this study are due in September 1970. In recent years, reductions in the number of Defense military and civilian personnel worldwide have not been reflected in corresponding reductions in the Washington area. For instance, the March 6, 1970, base realignment package represented a three percent reduction in the total forces in the United Sta es. The percentage reduction in the Washington, D. C., area was six-tenths of one percent. The Committee feels that in view of the projected reductions in the size of U. S. forces from some 3, 127,000 to approximately 2,600, 000, substantial Defense personnel reductions in the Washington area are in order and additional office space for the Department of Defense is not required."
