GIANELLI, ASSISTANT SECRETARY OF THE ARMY FOR CIVIL WORKS INTRODUCTION OF WITNESSES Chairman HATFIELD. The hearing will come to order. The purpose of this meeting today is to review the fiscal year 1983 budget requests for the programs and activities of the Army Corps of Engineers. As our first witness, we welcome Mr. William R. Gianelli, Assistant Secretary of the Army for Civil Works. This is Mr. Gianelli's first appearance before the committee and we look forward to his testimony. It is certainly not the first contact we have had-we date back about 20 years. It is a great pleasure to welcome you here today, knowing from our past experience and relationships. I really anticipate renewing those contacts. In addition, we are pleased to have with us Lt. Gen. Joseph K. Bratton, Chief of Engineers; Brig. Gen. Forrest T. Gay III, Deputy Director of Civil Works who is pinch-hitting today for General Heiberg; and Mr. Bory Steinberg, Chief of the Programs Division.
