OPENING STATEMENT BY SENATOR CARL LEVIN, PI Senator LEVIN. This morning the Armed Services eets to consider the nomination of John J. Welch, J stant Secretary of the Air Force for Research, Devel ogistics.

Mr. Welch comes to this position with extensive expe nse acquisition. He is an engineer by training, grad IT in 1951.

For most of his professional career he has been inv erospace industry, first as an engineer, later as a prog , and later still as a senior vice president at LTV Aer From August 1969 to September 1970, Mr. Welch w cientist in the United States Air Force. He is also an ultant to the Defense Science Board, a member of the nd Air Force Science Board and the National Acad nces Naval Studies Group.
