Mr. Say presented two petitions, one from John Loehman, the other from John Dutill, both of the city of Philadelphia, respectively praying to be placed on the pension list of the United States, in consideration of services rendered in the army of the United States, during the revolutionary war with Great Britain.

The said petitions were read and ordered to be referred to the Committee of Claims.

On motion of Mr. Say,

Ordered, That the petitions of John Keemle, of the city of Philadelphia, presented on the twenty-first of January, one thousand eight hundred and seven, and the twenty-seventh of January last, and the petition of Philip Wilson, senior, of the city of Philadelphia, presented the twelfth of November, one thousand eight hundred and seven, be referred to the Committee of Claims.

Mr. Dana, from the committee appointed on the thirty-first ultimo, presented, according to order, a bill for the benefit of seamen of the United States, which was received and read the first time.

On motion,

The said bill was read the second time and committed to a committee of the whole House, on Friday

next.

On motion of Mr. Johnson, and seconded,

Resolved, That the Committee on Post-offices and Post-roads be instructed to inquire into the expediency of establishing a post road from Mount Sterling, in Montgomery county, to Winchester, thence to Richmond, and thence to Lancaster; also to inquire into the expediency of establishing a post road from Lexington to Nicholasville, and thence to Danville, all in the state of Kentucky.

Mr. Howard presented a petition of sundry manufacturers of hemp into linen, residing in the state of Kentucky, whose names are thereunto subscribed, praying that such additional duties may be imposed by

law upon the importation of hemp and coarse linens from foreign countries, as will effectually encourage the manufacture of those articles within the United States, and prevent their introduction into the United States from abroad.

Ordered, That the said petition be referred to the Committee of Commerce and Manufactures.

On motion of Mr. Newton,

Ordered, That the Committee of Commerce and Manufactures be discharged from the consideration of the two memorials of Archibald M'Call, and that the said memorials be referred to the committee of the whole House to whom is committed the bill authorizing the issuing of debentures in certain cases.

A motion was made by Mr. Lewis,. and seconded, that the House do now procced to the consideration of a resolution proposed by him on the thirty-first ultimo, relative to a removal of the corps of engineers from West-Point to the city of Washington.

And the question being taken thereupon,

It was determined in the negative.

A motion was made by Mr. Livermore, and seconded, that the House do come to the following resolution:

Resolved, That no petition of a private nature shall be received by this House after Monday next, during the present session of Congress.

And on the question to agree to the said resolution,

On motion of Mr. Lyon, and seconded,

Resolved, That the Committee on Post-offices and Post-roads, be directed to inquire into the propriety of extending a post-road from New Madrid to Little Prairie, from St. Genevieve to Mine au Burton, and from thence to St. Louis, in Louisiana territory.

Ordered, That the petition of Joseph Squire, junior, and Isaiah Jennings, of the city of New York, presented on the tenth of January last, be referred to the Committee of Commerce and Manufactures.

On a motion made, and leave given by the House, Mr. Eppes, from the Committee of Ways and Means, presented, according to order, a bill making appropriations for defraying the expense of stationary, printing, and all other contingent expenses of the

A motion was made by Mr. Sawyer, and second. ed, that the House do now proceed to the consideration of a resolution proposed by him on the sixth instant, for the appointment of a standing “ Committee of Manufactures."

An engrossed bill supplementary to an act entitled "An act making appropriations for carrying into ef fect a treaty between the United States, and the Chickasaw tribe of Indians," and to establish a land office in the Mississippi territory, was read the third time.

Resolved, That the said bill do pass, and that the title be "An act supplementary to an act, entitled 'An act making appropriations for carrying into effect a treaty between the United States and the Chickasaw tribe of Indians,' and to establish a land office in the Mississippi territory."

An engrossed bill, authorizing the appointment of an agent for the land office at Kaskaskia, and allowing compensation to the commissioners and clerk, was read the third time.

Resolved, That the said bill do pass, and that the title be" An act authorizing the appointment of an agent for the land office at Kaskaskia, and allowing compensation to the commissioners and clerk."

An engrossed bill to continue in force an act declaring the assent of Congress to a certain act of the state of South Carolina, passed the twenty-first of December, one thousand eight hundred and four, was read the third time.
