case as to the wisdom of Congress shall seem just and proper.

Mr. Marion presented a petition of the inspectors of the customs for the port of Charleston, state of South Carolina, whose names are thereunto subscribed, praying an increase of their official emoluments. The said petitions were read, and severally referred to the Committee of Commerce and Manufactures. On motion of Mr. Lewis,

Ordered, That the petitions of the president and directors of the commercial company of the city of Washington, and of the president and directors of the bank of Alexandria, presented on the eighth and twentieth of December last, be referred to the Committee for the District of Columbia.

A motion was made by Mr. Lewis, and seconded, that the House do now proceed to the consideration of a resolution proposed by him on the thirty first ultimo, relative to a removal of the military academy from West Point to the city of Washington.

And the question being taken thereupon,

It was determined in the negative.

Mr. Pickman presented a petition of the owners, master and mariners on board the schooner Equality, of Salem, in the state of Massachusetts, by Sumuel Putnam, their attorney, praying, for the reasons therein stated, that they may receive the full amount of the proceeds arising from the sale of twenty-eight bags of cotton, found by the crew of said schooner, drifting on the high seas.

The said petition was read, and referred to the Committee of Claims, with leave to report thereon, by bill or otherwise.

On a motion made, and leave given by the House, Mr. Helms, from the committee to whom was referred, the petition of John Heard, presented, according to order, a bill authorizing the discharge of John Heard from his imprisonment, which was received, and read the first time.

Mr. Helms, from the same committee, also presented a detailed report, which was read and referred to the committee of the whole House, last mentioned.

Mr. Peter B. Porter presented a memorial of Joseph Wilkinson, junior, late collector of the customs for the port of Detroit, praying to be released from the jail of Detroit where he is confined at the suit of the United States, for money which he is unable to pay.

The said petition was read, and referred to Mr. Peter B. Porter, Mr. Sturges, Mr. Richards, Mr. Clopton, and Mr. Stedman, with instruction to examine the matter thereof, and report the same, with their opinion thereupon, to the House.

On motion of Mr. Pitkin, and seconded,

Resolved, That the committee to whom was referred so much of the President's message as relates to the naval establishment, be instructed to inquire into the expediency of selling such of the public armed vessels and gun-boats belonging to the United States, as are not necessary to be employed in actual service.

Mr. Randolph, from the committee appointed on the thirty-first ultimo, presented, according to order, a bill authorizing a summary mode of proceeding against marshals and their deputies, who have received mony by virtue of exccutions issued from the courts of the United States, which was received, and read the first time.

On motion,

The said bill was read the second time, and comanitted to a committee of the whole House, on Thursday next.

Mr. Eppes, from the Committee of Ways and Means, presented, according to order, a bill supplementary to the act, entitled "An act making farther

provision for the support of public credit, and for the redemption of the public debt," which was received, and read the first time.

On motion,

Mr. Chittenden presented a petition of James Mead, the second, of the state of Vermont, praying to be allowed the amount of an account against him for medical services and attendance, while sick on a military expedition to prevent infractions in the said state, of the acts laying and executing an embargo on all ships and vessels in the ports and harbors of the United States.

The said petition was read, and referred to the Committee of Claims.

The Speaker laid before the House, a letter and report from the Secretary of War, of the sums necessary to complete the fortifications commenced or contemplated, and of the amount of any deficiency of former appropriations for this object, made in obedience to a resolution of the twenty-seventh ultimo, which was-read, and referred to the committee on so much of the President's message as relates to the military establishment.

The Speaker also laid before the House, another report of the Secretary of War, on the petition of William Linnard, which was read, and ordered to lie on the table.

Mr. Johnson, from the Committee of Claims, towhom was referred on the second instant, the petition of Lucy Bates, made a report thereon, which was read, and the resolution therein contained, agreed to by the House, as followeth:

"Resolved, That the prayer of the petition ought not to be granted."

The Speaker laid before the House a report of the governor and judges of the territory of Michigan,

made in obedience to "An act to provide for the adjustment of titles of lands in the town of Detroit, and territory of Michigan, and for other purposes," which was read, and referred to the Committee on the Public Lands.

A motion was made by Mr. John G. Jackson, and seconded, to discharge the committee of the whole Mouse from the farther consideration of the bill to repeal the act laying an embargo on all ships and vessels in the ports and harbors of the United States, and the several acts supplementary thereto; and to revive and amend the act, entitled "An act to interdict the conimercial intercourse between the United States and Great Britain and France, and their de pendencies; and for other purposes."

And the question being taken thereupon,
