A message from the Senate, by Mr. Otis, their Secretary. Mr. Speaker: I am directed to inform this House, that the President of the United States, has approved and signed an act which originated in the Senate, entitled An act making appropriations to complete the fortifications commenced for the security of the ports and harbors of the United States, and to erect such fortifications as may be necessary for the protection of the northern and western frontiers of the United States." The Senate have passed a bill, entitled "An act to change the post route, from Annapolis to Rockhall, by Baltimore to Rockhall," to which they desire the concurrence of this House: And then he withdrew. The House resumed the consideration of the unfinished business of yesterday. The question on the motion of Mr. Dana, to amend the said bill, by inserting after the words "according to law," the words "whenever the product of "the duties on imports and tonnage, with other monies "appropriated to the sinking fund, after reserving the yearly sum of six hundred thousand dollars, as by "law provided towards the support of government, "shall be insufficient to satisfy and discharge the sum of eight millions of dollars annually, as appropriated "and vested by law in the commissioners of said fund," which was depending and undetermined at the time of adjournment, being again stated. A motion was made by Mr. Randolph, and seconded, that the said bill and amendment, be postponed ndefinitely. And the question being taken thereupon, It was determined in the negative, Yeas. 52.
