A re-examination of the quantity of explosives that will be processed in and the construction proposed for the Mine Assembly Facility and Torpedo Overhaul Shop was récently completed. This re-examination disclosed that minimum safety requirements of the Armed Forces Explosive Safety Board would not be satisfied by the facilities proposed by the projects presently included in the FY 1973 program.

In order to ensure that the accidental detonation of a torpedo or a mine does not induce an explosion in an adjacent work area, additional heavy concrete walls are needed to isolate explosive ordnance items into separate cells.

The additional walls are needed to minimize the loss of life and damage to the buildings in the event a weapon is accidentally detonated. The additional walls and other safety features result in an increase in the project cost of $769,000 to a new total of $2,413,000 for the Mine Assembly project, and an increase of $272,000 to a new total of $968,000 for the Torpedo Shop.

into compliance with air pollution requirements.

Present boiler fuel used at the Center causes thiEDIONS into the
atmosphere in excess or air quality standards. This item convert
the existing 4 plant boilers to use a fuel oil, low in sulfur
content, with all necessary control equipment to satis y ambient
air standards.

This School provides the training for the operation end meinten-
ance of high-pressure boilers. The two boilers emit smoke und
particulate matter into the air in excess of air quality standard.
This item corrects the existing objectionable emissions by provi-t
ding proper smoke abatement equipment that meets all standards.

This

The existing incinerator burns rubbish, wood, and industrial
waste materials. During burning operations, the stack emits a
flume of black smoke in violation of air quality standards.
item provides the air pollution control equipment and structural
modifications to correct the stack emission deficiencies.

During sinulated shipboard fire fighting training ashore, the fires at the existing fire fighting school produce dente voluzes of objectionable sncke in violation of air quality staratras. With the grave danger of w.controllca fire at sea, the Hlavy cannot do without this vital training. This item provides for censtruction of a new school at the Kewport Naval Complex, to replace the existing soncel that is old, crowded, taday in need of repair and cannot structurally support the new pollution abatement equipment necessary. The new school will be equipped with sufficient pollution abatement equipment to satisfy all air and water quality standards.

In the Fiscal Year 1968 Military Construction Program at the Naval Submarine Medical Center, New London, Connecticut, the following project was authorized:

The authorized cost for this project was based on a project cost estimate prepared in February 1966 when allowances for construction cost escalation were not included in cost estimates.

Bids were solicited from a selected bidder's list in January 1969 and opened on 30 April 1969. A construction contract was awarded in July 1969, but was later terminated due to a combination of design deficiencies and poor contractor performance.

Redesign of the facility has been accomplished and the project split into three packages for contracting purposes (Chambers, Systems and Building Alterations). Bids have been received and opened and the total of the low bids for the three packages exceeds available funds. It is felt that any further reduction in the work to be accomplished would result in a less than usable facility. The amount of the amendment is based on the low bid received for each package with allowances for contingencies and cost escalation.

Additional justification and technical data for the project are provided by the attached DD Form 1391.
