The recent evaluation determined that the existing structures must be totally reconstructed before the addition of smoke abatement facilities. It will, therefore, be advantageous and in the best interests of the government to solve two problems at once and construct the new simulation structures at a more suitable location. The Fire Fighting School Smoke Abatement and Relocation item increases the cost of the original item by $2,363,000 to $3,987,000. The increase is attributable to both a more detailed evaluation of the condition of the existing structures and some increased costs for construction at a new site. NAVAL SHIP ENGINEERING CENTER, PHILADELPHIA, STACK EMISSION CONTROLS PENNSYLVANIA- The imposition by the City of Philadelphia of air management regulations, effective 1 October 1973, which lower the sulfur dioxide emission limit from 0.74 to 0.30 lbs/million BTU gross heat input, has materially altered the facilities requirements for the Stack Emission Controls item proposed for the Naval Ship Engineering Center (NSEC). For the lower sulfur standard, an elaborate wet scrubbing system will be required that may cost $10 million as compared with the $2,200,000 for the Stack Emission Controls item. The wet scrubber system would be installed to abate the emissions from 7 test boilers, 2 test gas turbines and 9 test diesel engines. This equipment must be tested under simulated ship conditions. Initial investigation rules out the use, under simulated ship conditions, of a fuel with a lower sulfur content than the fuel that will be used for normal ship operations. Since the cost for this item has changed significantly, the Navy does not believe it adviseable to seek a quick fix for this problem, but desires to thoroughly investigate all alternatives, equipment, systems and fuels. Although there is a need to reduce the item and defer, until the FY 1974 program, the Stack Emission Controls for the test boilers, gas turbines and diesel engines; there remains a requirement to reduce the sulfur emissions from the four plant boilers used for heat for the NSEC. The most economical solution for correcting this problem is through the conversion of the four boilers to fire a low sulfur fuel oil. This conversion may be accomplished for $200,000. The Navy, therefore, proposes to delete $2,000,000 from the Stack Emission Controls item for the NSEC, Philadelphia, in compensation for the increase in cost of the Newport, Rhode Island Fire Fighting School Smoke Abatement and Relocation item. The balance of authorization and funding for the Newport item will be obtained from the reduction in the scope of the project for an Aircraft System Training Building at the Naval Air Station, Miramar, California.
