The Federation is hopeful that your committee and the Congress will find some way of working with the Executive Branch to reactivate the Water Bank Program and a trimmed-down REAP, with required but equitable funding, and to release the funds appropriated for Cooperative Forest Fire Protection—at least in amounts sufficient to honor commitments made by state agencies.
