The following Resolution was passed unanimously :

"RESOLVED, That considering the relation of science to mankind, and the progress of research and discovery in the Royal Institution during a long series of years, it is in the opinion of this Meeting a fit, important, and highly worthy object of the Members of the body to appropriate Funds for the development of Original Research in their Laboratories under their present Professors."

Read the following Proposed Alterations, or Suspensions, of the Bye-Laws, to be considered at the General Monthly Meeting, February 1, 1864 :

"We, the Undersigned, propose that the following Alterations, or Suspensions, be made in the Bye-Laws of the Royal Institution::

"1. That the Bye-Law, Chap. XI. Art. 2, be suspended for the years 1864, 1865, and 1866.

"2. That the Bye-Law, Chap. XXI. Art. 4, be suspended for the years 1864, 1865, and 1866.

"3. That so much of the Bye-Law, Chap. XXI. Art. 6, as provides that the Expenses of the Laboratory be not permitted to exceed the sum of 4007. per annum, be suspended for the years 1864, 1865, and 1866.

4. "That the Bye-Law, Chap. XXI. Art. 7, be suspended for the years 1864, 1865, and 1866.
