have ordered otherwise, that the services of the Commission will be needed at the approaching Assembly; but if no such notice shall be received by the Stated Clerk of the General Assembly, he shall forthwith notify the chairman of the Permanent Judicial Commission that the services of the Commission will not be needed at the approaching Assembly.

XLV. These rules may be suspended by a two-thirds vote of the judicatory, upon motion duly made.
