IN first submitting this Essay to the Press, about a Year ago, I hastily embraced the earliest return of tolerable health, after several Years of indisposition particularly hostile to all such subjects.—This step, opposed by such an overwhelming difficulty in augmentation of others sufficiently discouraging, I certainly would not have presumed upon, but from apprehension of changes which might have utterly prevented the design. Since then, however, I have been rather better enabled to indulge the subject; and, besides having corrected the first matter, have embraced some additional ground, insomuch that the present is rather a new Work, than a Second Edition of the old. At the same time I have the satisfaction to find, (better than my hopes) that the task, herein, has not been to retract; but only to rectify, illustrate, and enlarge.

The Work is divided into four Parts, now separately titled, a distinction the want of which rendered the former Edition less perspicuous.
