The committee met at 10:06 a.m., in room SD-342, Dirksen Senate Office Building, Hon. William V. Roth, Jr. (chairman of the committee) presiding.

OPENING STATEMENT OF SENATOR ROTH

Chairman ROTH. The committee will please be in order.

We are convening today to hear testimony from the Director of OMB and the Comptroller General. In addition, I am taking this opportunity to announce the release of two major studies performed at my request: First, a Congressional Research Service study entitled "Office of Management and Budget: Evolving Roles and Future Issues." 1

Second, an Office of Technology Assessment study on the "Management, Security and Congressional Oversight of Information Technology in the Federal Government." 2

I view this hearing today as a significant occasion and a unique opportunity. For the first time in recent memory, the committee will consider a comprehensive package of legislation proposed by the President to improve the management and performance of Government.

I share the President's desire to redouble our efforts to improve Government operations, and toward this end, I have introduced a joint resolution establishing productivity improvement in the Federal Government as a national goal.

We will also be considering a number of other bills. Prominent among them is S. 2004, the Government Management Report Act. This bill seeks to strike a balance between keeping reporting requirements as simple and flexible as possible, but assuring that the information provided will be useful to Congress in effectively overseeing executive branch management improvement activities.

S. 2005, a bill which would amend the Inspector General Act of 1978 includes provisions designed to extend the benefits of the inspector general concept to smaller agencies. Strong internal audit
