We are glad to welcome Secretary Dawson and congratulate him on his confirmation as Assistant Secretary of the Army, and we are proud of him, and especially we are proud of the state he is from. Mr. DAWSON. Thank you very much. Mr. BEVILL. Alabama is proud of him, as everybody is. We also welcome our friends from the Corps of Engineers. General Heiberg, we are always glad to have you with us, the Chief of the Corps of Engineers. General Hatch, we are pleased to have you as Director of Civil Works. I believe this is your first appearance in this capacity, but you have been here many times before. General HATCH. First time in this capacity. Mr. BEVILL.
