HE papers, called the Monitor, plan'd originally upon national principles, and
carried on with a studied impartiality, having made their way to the favour of the publick; to whom can we more properly inscribe this new volume of them than to you, Great Sir, who have set a most finished example of heroick patriotism, and realized a character, which corruption had ridiculed, as vifionary and romantick?
You, Sir, as well as many other wise and worthy men, saw and lamented the contemptible condition, into which this powerful nation of ours was fallen ; you penetrated the causes, to which it was owing ; you well understood its natural strength, and thought it still within the reach of salvation. This roused your indignation; animated your zeal; inspired you with a noble resolution, first to plan, and to promote the establishment of a national, regular, and well disciplined MILITIA ; which has already given sufficient proof of its utility, and thereby done the greatest honour to your unA 2
