Resolved, That the Secretary advertise for proposals for holding the Fair of 1866. Adopted.

On motion of N. J. Turney,

Resolved, That a committee be appointed to look after the Agricultural College question. Adopted. [Chair appointed T. C. Jones as said committee.]

On motion of N. J. Turney,

Resolved, That D. McMillan be allowed to purchase the two extra volumes of the English Herd Book at prime cost and necessary charges. Adopted.

Resolved, That the Secretary be requested to ascertain the cost of printing the proceedings of the late convention in pamphlet form, and correspond with the President on the subject. Adopted.

On motion of Mr. Greer, it was

Resolved, That Rule VI be stricken out of rules and regulations of county societies. Adopted.

The rules and regulations, with this section stricken out, are as follows:

Rules for the organization and management of County and District Societies.

I. The Board of Directors for the management of County or District Societies shall consist of a President, Vice President, Treasurer, Secretary, and not less than eight managers; to be elected at such time in each year as the Societies shall determine in their constitution or by-laws. The President and Vice President shall hold their offices for one year, and the managers for two years, and until their successors shall be duly elected.

The managers, at their first meeting after the first election held in pursuance of this rule, shall be divided by lot, as near as may be, into two classes; the terms of office shall expire, of the first class, in one year, and of the second class in two years, so that one-half of the managers may be annually chosen thereafter.

II. The Board of Directors shall elect a Treasurer and Secretary, who shall hold their offices for one year, and until their successors are elected.

III. Members of the Society must be residents of the county or district, must be over twenty-one years old, and must annually pay the sum of one dollar to the Treasurer.

IV. The Treasurer shall keep a list of the members of the Society, so that he may be able to report to the State Board the number of members

each year, and so that it may be ascertained who are entitled to vote for officers.

V. County or District Societies may open their premium lists to all persons, without restriction, except on field crops, which shall be confined to the county or district.

VI. Competitors for premiums, residents of the county, must be members of the Society.

VII. All articles offered for premiums must be owned by the person offering the same, or by some member of his or her family.

VIII. Awarding committees must comply with the provisions of the law requiring competitors for premiums on crops and other improvements to furnish full and accurate statements of the process, expense of culture, production, &c.

IX. Competitors for premiums on crops shall be required to have the ground and its products accurately measured, and satisfactory proof, under oath, must be furnished by each competitor.

X. Each Society shall have duly prepared an annual report, and shall present the same to the State Board of Agriculture, on or before the annual meeting of said Board, as prescribed to be held by the sixth 6th section of the "act for the encouragement of Agriculture," passed February 28, 1846.

XI. Said report shall contain the following:

1. A list of the premiums awarded at the previous annual fair.

2. A copy of the published abstract of the Treasurer's account, as the same was published, in conformity with the third section of the above named law.

3. All statements of competitors for premuims on crops and other improvements in agriculture, detailing mode of tillage, &c., &c.

4. A general account of the proceedings of the Society, the number of its members, and the prospects of its progress and usefulness.

5. A statement of the principal crops raised in the county or district; an estimate of the amount of each raised; the average yield per acre; the striking characteristics of the previous season; the names of the destructive insects which may have injured crops; and such other facts as will tend to give a full view of the state of agriculture in each county or district, so that the same may be embodied in the succeeding annual report, made by the State Board to the Legislature. Approved January 3, 1866.

The remainder of the session was devoted to revising the premium list. On motion, adjourned to Tuesday, March 13, 1866.

On motion of N. J. Turney,

The resolution offered by Mr. Buckingham, at the February meeting, relative to the appointment of a finance committee, was taken from the table. Adopted.

The Secretary announced that delegations, with proposals for holding the Fair of 1866, were present from Toledo, Dayton, Cleveland and Zanesville.

On motion, it was

Ordered, That the delegates submit the proposals of the respective localities which they represent, for the consideration of the Board.

The Dayton delegation consisted of Messrs. Harshman, Wiggim, Ayres, Gillis, Ohmer, Corwin and others; Mr. R. G. Corwin presented the claims and proposition of Dayton.

Mr. W. C. Earl presented the claim and proposition of Toledo.
Mr. S. D. Harris presented the claim and proposition of Cleveland.
Hon. Mr. Linn presented the claim and proposition of Zanesville.
On motion, after the delegates retired, it was

Ordered to proceed to ballot for the selection of a place for the Fair of 1866.

Dayton having received a majority of the votes cast, it was

Resolved, That the State Board visit Dayton to-morrow for the purpose of visiting the Montgomery County Agricultural Society's Fair Grounds, in order to enable the Board to decide which of the two propositions presented by the Dayton delegation be accepted. Adopted.

[The one proposition was to pay the State Board a bonus of $5,000 per annum for the years 1866 and 1867, and the other proposition was that the Montgomery County Agricultural Society would fit up the grounds at its own expense ready for the Fair.]

The remainder of the day was passed in reviewing the late revision of the premium list and in appointing committees.

The President announced the Executive Committee to consist of the following named gentlemen: James Fullington, J. W. Ross and D. McMillan.

On motion, adjourned until 8 o'clock to-morrow.

On motion of Mr. Buckingham, it was

WEDNESDAY, March 14, 1866.

Ordered, that the Secretary be instructed to get the remainder of the stock pictures framed, subject to the approval of the Executive Committee as to cost and style.

On motion of R. R. Donnelly, it was

Ordered, that the Executive Committee be instructed to purchase the engraving entitled, "INVENTORS OF AMERICA," at a cost not to exceed $18, if in their judgment, they think best after due examination. [The picture was purchased and the Secretary ordered to draw a draft on the Treasurer for the amount.]

On motion, it was

Resolved, That the Executive Committee shall order the publication of as many posters and premium lists as they may think best, not to exceed the number heretofore printed.

On motion of N. J. Turney, it was

Resolved, That a committee of three be appointed to draft rules and regulations defining the duties of the officers and committees of the Board, whereupon Messrs. Wm. B. McClung, Wm. F. Greer and T. C. Jones were appointed said committee.

The Secretary introduced Hon. W. Stedman, Chairman of the Agricultural Committee of the House of Representatives [State Legislature], and after a conference with him, it was

Ordered, that at the next session of this Board, the substance of the following shall form a portion of the rules and regulations governing county societies, viz:

"The Secretary of every County Agricultural Society which receives money from the County Treasury, shall cause the official proceedings of the Society to be published in some newspaper of general circulation in the county.

"The Treasurer of every County Agricultural Society which receives money from the County Treasury, shall annually file with the Auditor of his county, a detailed statement showing the receipts and disbursements of the Society for the preceding year, and until such report is so filed, no money shall be paid out of any County Treasury to any Society which may neglect or refuse to file such report."

On motion of Mr. Greer,

The time for holding the Fair of 1866 was reconsidered.

On motion,

The 25th of September was fixed as the time of commencing the Fair of 1866.

On motion, it was

Resolved, That the Board take a recess to meet in Dayton this evening.

PHENIX HOTCL, DAYTON, March 14, 1865.

After viewing the Fair Grounds of the Montgomery County Agricultural Society, and free and lengthy interchange of views with the Montgomery County Board of Agriculture, it was,

On motion,

Resolved, That the Board of the Montgomery County Agricultural Society be allowed ten days time to determine whether it will put the Fair Grounds in proper order for holding the Fair, or whether it will guarantee to the State Board an annual payment of $5,000 per annum for 1866 and 1867. Adopted.

On motion, it was

Ordered, that the Finance Committee be authorized to make loan not exceeding $5,000 of the funds of the State Board to Wiggim and others, committee on the part of the people of Dayton, for the purpose of fitting up the Fair Grounds, upon their giving a satisfactory security for the re-payment of the same within a period not exceeding twelve months, with interest from the date of loan; and further, that the State Board loan to the Montgomery County Agricultural Society such property as it may have on hand, the latter Society paying freights and charges for storage, &c., from Columbus to Dayton. Adopted.

On motion, it was

Ordered, that the Secretary draw an order on the Treasurer for the amount of the Phoenix Hotel bill.

On motion,

The Executive Committee are hereby authorized to make arrangements with the Montgomery County Agricultural Society for holding the Fairs of 1866 and 1867.

On motion, adjourned sine die.

PHENIX HOTEL, DAYTON, March 29th, 1866.

In conformity with a call of the President, the Executive Committee met at the Phoenix Hotel in Dayton, and after a long conference and review of the Fair Grounds, the Committee entered into the following article of agreement with the Montgomery County Agricultural Society.

ARTICLES OF AGREEMENT made and entered into this twenty-ninth day of March, 1866, by and between the Ohio State Board of Agriculture of the first part, and the Montgomery County Agricultural Society of the second part, witnesseth that the party of the first part agrees to hold the Annual Exhibition or State Fairs for the years 1866 and 1867 on the
