The King must be of the true evangelical religion, and must govern conformably to this constitution, and with and by the advice of a privy council of state (Stats Rad) the members of which are to be appointed by the King, who is wholly exempt from responsibility, but the members are responsible for their advice. The members must be natives of Sweden, and of the true evangelical faith. The 4,000 council shall consist of nine members, 2,693 viz. the minister of state for judicial 1,623 affairs, the minister of state for foreign 506 affairs, six counsellors, of whom three 278 at least must be civil officers, and the 7,412 chancellor of the court. The secretaries of state shall have a seat in the council, 63,512 whenever any case belonging to their respective departments shall be under 36,042 deliberation.
