[Addressed to semi-integrated and non-integrated mills]

The Senate Small Business Committee has received information which indicates that shortages of supply of certain finished steel products may be attributed in part to idle finishing capacity in the semi-integrated and nonintegrated steel mills. There are also reasons to believe that idle capacity in these mills is due partly to shortages in basic metallics and in raw or semifinished steel.

The attached questionnaire is sent to you in an attempt to determine the facts in this important matter. This is done so as to obtain information which will result in action to relieve existing conditions which are harmful to your business and to the business of your customers-especially your smaller customers.

The information requested under Section I, Raw Steel Production and Distribution, obviously applies only to those companies that possess steel production facilities; Section II, Finished Steel, Capacity and Output, applies to all companies.

The information you send will be kept confidential and no data will be disclosed except in summary form which will not reveal plant identities.

It is requested that you return the form in order that it will reach this office not later than December 15, 1948.
