Departmental and field service distribution

Of the 3,107 positions, 1,777 or 57.2 percent are in the departmental service, i. e., in headquarters offices of departments and agencies, and 1,330 or 42.8 percent are in the field stations or offices.

Geographic distribution

Of the 3,107 positions, 2,672 or 86 percent are located in the 48 States and the District of Columbia, 421 or 13.55 percent in foreign countries, and 14 or 0.45 percent in Territories and possessions.

Of the 1,777 positions in the departmental service, 16 are located in foreign countries, Treasury has 4, Philippine Alien Property Administration 1, Philippine War Damage Commission 9, and Reconstruction Finance Corporation 2. The remainder, 1,761, are in the District of Columbia and in the States.

Of the 1,330 positions in the field service, 911 or 68.5 percent are in the 48 States and the District of Columbia, 14 or 1 percent are in Territories and possessions, and 405 or 30.5 percent are in foreign countries.

Practically all of the 405 field service positions in foreign countries are located in the Department of State (218) or in the War Department (184). Agriculture has one and Commerce two. Of the 14 positions in Territories and possessions, Interior has 7. These include the Governors of Alaska, Hawaii, Puerto Rico, and the Virgin Islands, the President of the Virgin Islands Company, the general counsel of the Puerto Rico Reconstruction Administration, and the general manager of the Alaska Railroad. The remaining seven are distributed among the State Department and the Panama Canal (each of which has two) and Commerce, Veterans' Administration, and War Assets Administration (each of which has one).

The details of departmental and field service and geographic distributions by agency are shown in table 2.

As of September 1, 1947, there were reported 10 heads of executive depart ments, 16 heads of independent agencies not commissions or boards, 87 members of independent boards or commissions, and 39 full-time members of boards of wholly owned Government corporations and one mixed-ownership Government corporation, the Federal Deposit Insurance Corporation.

In addition, there were reported 12 positions of under secretary of executive department, counting also the Solicitor General, the Assistant to the Attorney General, and the First Assistant Postmaster General; and 31 positions of assistant secretary of executive department, including Assistant Attorneys General and three Assistant Postmasters General.

The largest blocks of positions, according to general type, are: chiefs of bureaus or other first major subdivisions of a department, agency, or corporation (306); deputy or assistant chiefs of bureaus, with over-all responsibilities (137); heads of regional, district, or area offices with over-all responsibilities covering a particular region, district, or area (438); heads of divisions or other organization units, not counted elsewhere (1,187); professional, scientific, technical, administrative, or other specialists not included in other categories (497); and Foreign Service officers (130).

Five governors of Territories and possessions are included: Alaska, Hawaii, Puerto Rico, the Panama Canal, and Virgin Islands.

Fifty judges were reported in the inventory. These include 16 judges of the Tax Court of the United States, 14 judges of the courts of the District of Columbia government, and 20 judges of the War Department of war crimes trials abroad.

The distribution by position groups is given in table 3.

V. SALARIES

The great bulk of the 3,107 positions covered by the inventory, namely 2,760 or 88.8 percent, are at $9,975 or $10,000. These rates correspond to those in grade P-8 or CAF-15 of the Classification Act of 1923. Of the 2,760 positions at these two rates, 1,746 or 56.2 percent of the total number inventoried are at $9,975 and 1,014 or 32.6 percent are at $10,000. $10,000 number 347 and represent 11.2 percent of the total number covered in Positions paid in excess of the inventory. Outside of the State Department, and excluding the position of President of the United States, 173 positions or 5.6 percent pay in excess of

$10,000 a year.

The next most frequent rates are $12,000 and $15,000. or 2.4 percent are paid $12,000. Seventy-three positions, or 2.35 percent of the Seventy-five positions total covered by the inventory, are paid $15,000. A little less than 6 percent of the total, 181 in number, are paid in excess of $12,000. More than half (100) of these are in the State Department. number, are paid in excess of $15,000. Outside of the State Department, and About 1.5 percent of the total, 46 in excluding the position of President of the United States, three positions have salaries of more than $15,000.

No position covered by the inventory, except that of the President of the United States, pays more than $25,000 a year.

Table 4 shows the general distribution of all positions by annual salary rate.

Of the 55 departments and agencies having positions with salaries of $9,975 or more, 23 have no positions paying more than $10,000; 35 have no positions paying more than $12,000; and 51 have no positions paying more than $15,000.

Of the 32 agencies having in the aggregate 347 positions with salaries in excess of $10,000, 13 have 1 such position each, 5 have 2, 3 have 3, Export-Import Bank 4, National Labor Relations Board 6, Reconstruction Finance Corporation 7, Interstate Commerce Commission 11, Post Office Department 16, Tax Court of the United States 16, Treasury Department 19, Veterans' Administration 20, Board of Governors, Federal Reserve System 20, Atomic Energy Commission 23, and Department of State 173.

Of the 20 agencies having in the aggregate 181 positions with salaries in excess of $12,000, 8 have 1 each, 4 have 2, 2 have 3, Reconstruction Finance Corporation 7, Treasury Department 12, Board of Governors, Federal Reserve System 12, Atomic Energy Commission 12, Tax Court of the United States 16, and Department of State 100.

The four agencies having in the aggregate 46 positions with salaries of more than $15,000 are: The White House (the position of President of the United States); the Department of State with 42 such positions (41 in the Foreign Service of the United States); the Treasury Department with 1 such position, and the Atomic Energy Commission with 2.

The distribution of the positions inventoried, by agency and salary rate, is shown in table 5.
