Review of the Emergency Planning Sacoltivity Project Title: Study for Seabrook
1. OBJECTIVE OF PROPOSED WORX
R. Background On July 21, 1986 Public Service of . New Hampshire (P8NB) subaltted a sensitivity study on the mergency planning zone (LPZ). The study provides a comparison of dose verous distance curves for tbe Seabrook plast bad site vitb odallar generic curves Iron NUREG-0396 which were used ia developing the EPZ regulation la 10 WR 30.47. The study concludes that alle evacuation ridlus at Seabrook provides for a vaslar or greater degree of public protection than was obown by WUREG-0396 for a 10ile evacuation radius around the plants considered by WA81-1400.

The applicant has roquested that the techascal norits of the BP2 study be reviewed with respect to its adequacy to support . change to the morgency response procesi. The exact nature of the change has not yet been specified. PSNB bei further requested that the review be completed on ao expeditod basis.
The coaclusions of the EPZ Sensitivity Study are based upon comparison of the no mults of the study to thru acceptance criteria that were drevo fra NRC docuneato. One of the critorio is a comparison of the individual risk of early fatality in the population withio I dle of the plant, assuming DO lopediate protective action, Lo the NRC proposed safety goal. A second criterion is the comparison of urly fatallties at the Seabrook site, nununlag a luile evacuation, to the urly fatalitio results of WASH-1400, which wowed i 25 ule evacuation. The third criterion 1. the comparison of the risks of exposure to i, , 50, and 200 ra whole body dora at various distance from the Seabrook site to the corresponding NUREG-0396 results at 10 miles, assuming ao laediate protective actions.
To properly review the EPZ Saatitivity Study, it will be necessary to identify the basellaagalaot walch comparisoa, are wide, to identify the appropriate criteria for making the comparisons, and to review the basic ustuaptions and the nori igalfIcaat aspects of the probabilistic calculations.
