The committee met at 10.30 o'clock a. m., Hon. Frank D. Scott (chairman) presiding. The CHAIRMAN. This meeting is in response to an arrangement which has been announced through the press for some time, to consider H. R. 8052, H. R. 5369, and H. R. 5395, all of which bills relates to a reorganization of the Shipping Board. [H. R. 8052, Sixty-ninth Congress, first session] A BILL To amend and supplement the merchant marine act, 1920, and the shipping act, 1916, and for other purposes Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the policy declared in section 1 of the merchant marine act, 1920, is hereby reaffirmed, and it is hereby declared that it is the intention of the Government of the United States (1) to establish and maintain such shipping routes and provide such merchant fleets as may be necessary for promoting the foreign trade of the United States and making available adequate merchant shipping for the national defense, and (2) to continue to maintain such routes and provide such fleets until taken over for maintenance by private enterprise. SEPARATION OF SHIPPING BOARD AND EMERGENCY FLEET CORPORATION SEC. 2. (a) The United States Shipping Board Emergency Fleet Corporation shall, after the passage of this act, be known as the United States Fleet Corporation (hereafter referred to as the "Fleet Corporation"). (b) The United States Shipping Board (hereinafter referred to as the "board") and the trustees of the Fleet Corporation shall transfer to the President of the United States the shares of the Fleet Corporation held by them. The President shall hold and vote such shares for and on behalf of the United States and is authorized to do all things in regard to the shares necessary to protect the interest of the United States and to carry out the purposes of this act, and the shipping act of 1916, as amended, and the merchant marine act, 1920, as amended. (c) Shareholders' meetings may be held at any time by the President, and the President, in lieu of the trustees, is authorized to alter the provisions of the by-laws or certificate of incorporation of the Fleet Corporation in any respect authorized by and not inconsistent with this act or other law. FEDERAL SHIPPING COUNCIL SEC. 3. (a) The board of trustees of the Fleet Corporation shall, after the passage of this act, be known as the Federal Shipping Council (hereinafter in this act referred to as the "council") and shall be composed of the following members: (1) The Secretary of Commerce, who shall be chairman, the Secretary of the Treasury, the Secretary of War, the Secretary of the Navy, the Postmaster General, and the president of the Fleet Corporation. 1 |
