INTRODUCTION Mr. CHAPPELL. Our hearing this afternoon is closed pursuant to a motion made and passed in open session. We will receive testimony this afternoon on the RDT&E request of the Army.

The principal witnesses are the Honorable Jay R. Sculley and Lieutenant General Louis C. Wagner, Jr.

We have limited time this afternoon so we will put the statements of everybody in the record.

Mr. CHAPPELL. I understand you are prepared to give us, General, a short statement, a summary of your testimony following which we will have questions for you and the other witnesses.

SUMMARY STATEMENT OF GENERAL WAGNER General WAGNER. Yes, sir. I would ask that you enter our total statement in the record.

I would like to spend five minutes to give you a background of how we put our program together and what our rationale was in selecting how we broke our dollars out. (Slide follows:)
