General WAGNER. This is the total budget of the Army for the year. What we are going to discuss this afternoon is about 7 percent of it in RDT&E.

If you look at the total that we have in our investment accounts that we work with in research, development and acquisition, it comes to about 30 percent of the total $80 billion in the Army.

The RDT&E breakdown of the funds is among the various parts, as you see.

About half of it is in the tactical programs, the fighting systems that are so important to the Army.

In putting our program together, you will find that a majority of our dollars are spent to counter the threat on the high side, which is conventional warfare or a nuclear war in Central Europe. However, we do have dollars on the low side, the low intensity conflict or terrorism side, which is so essential in the contingency missions we have today.
