General WAGNER. This is a test bed that we have in our technology base not to design the tank, but to look at such things as what should the size of the crew be.

In fact, that is what they used this one for. And then what kind of sensors can you put on it.

Finally, you might want to look at putting the transverse engine in that one.

LIGHTWEIGHT HOWITZER

General WAGNER. This is another test bed we have going. Our towed Howitzer today weighs 16,000 pounds. We are designing in the technical base (not necessarily that we are going to replace that Howitzer), but we want to see what is available if we could lighten it up. We believe we can build that same Howitzer with the same capability at fewer pounds, perhaps 9,000 pounds.

Mr. CHAPPELL. Don't the Soviets use a lot of motorized artillery? General WAGNER. Yes, sir.

In fact, if you had asked me five years ago, I would have said they had more towed than they do self-propelled. Today they are transitioning almost all their divisions to self-propelled.

Mr. CHAPPELL. Isn't that a tremendous advantage?

General WAGNER. Yes, sir, and we have self-propelled ourselves in all our heavy divisions.

Mr. CHAPPELL. Are we moving to bring in a higher percentage of motorized artillery?

General WAGNER. We were moving too slow on improving that artillery. We have an improvement program going this year and we are looking at artillery of the future around 2000. We have the Howitzer improvement program to give improved autonomous capability and reliability and improved survivability on the battlefield.

Mr. CHAPPELL. That is the HIP program?
General WAGNER. Yes, sir.

MEDICAL PROGRAMS

Continuing now with our medical development programs, this is just a simple sample of something we are doing. It doesn't smell very good, but what this is is a pad that would go under a piece of tape, sir. You can put that on an open wound and it is impregnated with antibiotics, which it releases it over a period of three to six days.

The biggest problem we have with soldiers in combat is infection. You can stop it if you get the antibiotics to it in a hurry so this is something that the buddy or soldier himself can put on wounds and we think keep down infection a lot. That is a blown-away jaw.
