Certain provisions of law which were applicable to prior years or crops, but which have not been repealed by the Congress, have been omitted from this compilation. Citations to the United States Code at the end of sections and subsections are to the 1952 edition of the Code and Supplement thereto. The statutes contained in this compilation are subject to the provisions of Reorganization Plan No. 2 of 1953 (18 F. R. 3219, 67 Stat. 633, 5 U. S. C. 133z-15, note), prepared by the President and transmitted to the Senate and House of Representatives on March 25, 1953, pursuant to the provisions of the Reorganization Act of 1949 (5 U. S. C. 133z to 133z-15). The plan transfers to the Secretary of Agriculture all functions not then vested in him of all other officers and of all agencies and employees of the Department of Agriculture, except functions vested by the Administrative Procedure Act in hearing examiners employed by the Department and functions of the corporations of the Department, the Boards of Directors and officers of such corporations, the Advisory Board of the Commodity Credit Corporation, and the Farm Credit Administration.
