SOON after the outbreak of War, Le Droit d'Auteur, which is the official organ of the International Bureau of the Union for the Protection of Literary and Artistic Works, had an unofficial article on the question as to what would happen to literary rights in the War. It took the view-and we think the correct view-that the state of existing between, for instance, Great Britain and Germany did not give the private citizens of either country the right to take the works of foreign authors and reproduce them in English or in German. Le Droit d'Auteur takes the view that these rights continue to exist in a state of suspended animation, and although possibly the ordinary law would not protect a foreign author whose country was at war with us, yet the Berne Convention and similar conventions for respecting the private rights of individuals ought to be preserved and observed as far as possible. Our contemporary points out that it could cite great numbers of authorities bearing out its contentions, but prefers to confine itself to more decisive arguments, viz., what experience establishes. During the course of the war between the United States and Spain (when Great Britain prevented Germany and other States from attacking the Americans) as also in the Balkan wars 'and in the war between Italy and Turkey, there was never any question of the maintenance of the Berne Conventions. Not one belligerent State declared the rupture of these Acts vis-à-vis of anybody. After the return of peace, no special form or act was necessary to establish them in their full and general vigour.

All the world respected the fact that although these conventions might be injured or suspended by the state of war, their existence was never attacked, and they were used again as soon circumstances permitted, just as though their ordinary application had been temporarily suspended by some natural phenomenon outside human control.

As regards the present War, our contemporary, which may be regarded as the authority on international copyright, states, unofficially, that it has received strong confirmation from authorities in the belligerent countries, of its views as to there being no question of the literary conventions being in any danger, and it has no reason to believe that any country adhering to the conventions will not respect their statutes.

WHAT IS WRONG WITH GERMANY?" is the title of a work which Messrs. Longmans, Green & Co. will publish this month; it is by Mr. W. H. Dawson, author of “Municipal Life and Government in Germany.' For Lenten reading, 1915, they have nearly ready "In the Day of Battle: Under the Guidance of the Lord's Prayer," by the Bishop of Stepney.

Mr. Eduard Lasker's many friends and chess players generally throughout British chess circles will be glad to hear that the authorised translation of his book, Chess Strategy," is announced for publication next week by Messrs. Bell, price 5s. net. The translation has been done by Mr. J. du Mont, in close collaboration with Mr. Lasker himself.

Mr. Frank Crowe of The Celtic Book Depôt, Bank Street, Wrexham writes :"I am enclosing a copy of my catalogue just issued. I shall esteem it a great favour if you could insert a short review of same in your paper. We are very glad to see that in spite of the War Penrose's Annual: Volume 20 of the Process Year Book," edited by Wm. Gamble, F.R.P.S., is bigger and better than ever. It is most useful and interesting for all who have to make use of modern "process work, and the many specimens of colour work, &c., add much to its attraction. It is printed and published by Percy Lund, Humphries & Co., Ltd., The County Press, Bradford, and 3, Amen Corner, London, and does that firm great credit.
