OPENING REMARKS

Chairman HATFIELD. The hearing will please come to order. The purpose of our meeting today is to review the fiscal year 1985 budget request for the programs and activities of the Army Corps of Engineers. As our first witness, we welcome Mr. William Gianelli, Assistant Secretary of the Army for Civil Works.

Mr. Secretary, we look forward to your overview of the Corps' budget request. In addition, we are pleased to have with us Lt. Gen. Joseph K. Bratton, Chief of Engineers; Maj. Gen. John F. Wall, Director of Civil Works, and Mr. Bory Steinberg, the Chief of the Programs Division.

These gentlemen are accompanied by officers and professional staff members of the Corps.

Mr. Gianelli, your full statement will be included in the record, and you may proceed as you wish in either summarizing or highlighting your testimony.

Mr. GIANELLI. Thank you very much, Mr. Chairman. I am pleased to appear before your subcommittee today to discuss the Army's civil

works program and fiscal year 1985 budget recommendations. As the chairman has indicated, I have with me the Chief of Engineers on my left, Lt. Gen. Joseph K. Bratton; the Director of Civil Works, Maj. Gen. John F. Wall on my right; and the Chief of Programs, Mr. Bory Steinberg, on my extreme left. These gentlemen are all with me and will assist in presenting testimony and answering any questions which the subcommittee may have following our presentations.

PREPARED STATEMENT

As you indicated, Mr. Chairman, I would like very much to have my complete statement and also that of General Bratton placed in the record of these hearings. I would like to summarize portions of my complete statement, and I ask that the Chief be permitted also to summarize his statement, following which we will be available to answer any questions you that you might have.
